The Kiwanis Club of Carrollton met on March 6, 2026, at the University of West Georgia's Hubbard Dining Room in West Commons. Our club had the opportunity to host Joel Richards, Police Chief for the Carrollton Police Department. Chief Richards holds the distinctive honor of being the 21st police chief for our city, starting as a patrol officer in 1992, and approaching year 34 in service to Carrollton in its current 23 square miles. The Chief educated our club on the importance of reducing the risk of Kratom, a mind-altering drug packaged in easily accessible means for 21-year-olds and older. Councilman Bob Uglum spearheaded this awareness and preventive initiative and works closely with the Chief to inform others of the danger and risk of this substance.
